The citizens are disenfranchised and power is consolidated in the hands of a select few. In other words, when governance is hijacked by criminals, the rule of law breaks down, leading to a culture of impunity where those in power can act with impunity, committing abuses without fear of consequences.

• Likewise, the rise of extremist groups and hate-filled ideologies in government can lead to the erosion of civil liberties and human rights, creating a climate of fear and insecurity for the population.
